How EduSwap manages moderation and safety risk
1. Purpose
This Framework explains EduSwap’s approach to identifying, preventing and responding to prohibited content, unsafe items, misconduct and risks associated with user-generated listings and interactions on the platform.
It supports school and staff safety, operational risk reduction, Department of Education alignment, and transparent moderation procedures.
This Framework should be read together with EduSwap’s Terms of Service, Privacy Policy, Acceptable Use Policy and related platform policies.
2. Scope
This Framework applies to listings, communications, images, descriptions, transactions and reports submitted through EduSwap.
It also governs moderation actions taken by EduSwap’s internal safety and support functions.
EduSwap is intended for authorised school-based users. Students and members of the general public are not permitted to use the platform.
3. Moderation principles
Safety first: items and behaviour should not create physical, financial, operational or reputational risk for schools.
Compliance: listings and conduct should align with school rules, Department requirements and applicable law.
Transparency: moderation actions should be documented and capable of later review.
Consistency: reports and breaches should follow a structured and repeatable process.
Minimal data exposure: personal and sensitive information should not be unnecessarily shared through listings or communications.
Timeliness: safety-related matters should be prioritised for prompt review and action.
4. Categories of prohibited content
Prohibited item types include weapons or replicas, explosives, hazardous chemicals, dangerous goods, recalled or unsafe electrical equipment, medical equipment requiring certification, chemicals without SDS documentation, items containing personal or sensitive data, and items banned by Department safety guidance.
Prohibited behaviours include harassment, threats, intimidation, impersonation, misrepresentation, fraud, deliberate deception, private commercial use unrelated to legitimate school purposes, and attempts to bypass procurement or asset rules.
Prohibited listing content includes photos containing students or identifiable minors, personal information, unnecessary documents or files, offensive language, inappropriate imagery, and copyrighted content where the user does not hold appropriate rights.
5. Moderation process overview
EduSwap uses a three-tier moderation model combining pre-screening, manual review and escalation where required.
Tier 1: automated pre-screening may include keyword flagging, detection of inappropriate language, suspicious file-type checks and basic face detection in images. Flagged content may proceed to manual review.
Tier 2: manual review considers safety, appropriateness, compliance, misuse indicators and whether a listing or behaviour should be approved, rejected, clarified or escalated.
Tier 3: safety and risk escalation may be triggered by hazardous items, repeated violations, fraud indicators, harassment, misconduct or suspicious behavioural patterns.
7. Reporting mechanisms
Users may report unsafe items, misconduct, inappropriate content, fraud concerns or privacy-related issues through available in-platform reporting tools or by contacting support@eduswap.com.au.
Reports should include enough detail to help EduSwap assess the issue and respond appropriately.
8. Response time targets
Urgent safety risks are targeted for review within 4 hours.
Harassment, misconduct and prohibited item reports are targeted for review within 24 hours.
Fraud-related concerns are targeted for review within 48 hours.
General moderation or safety issues are targeted for review within 48 hours.
These targets are operational goals rather than guarantees and may vary depending on severity, volume and the information provided.
9. Enforcement actions
EduSwap may remove listings, restrict content, issue warnings, temporarily suspend accounts or permanently terminate access where reasonably necessary to protect users, schools or the platform.
In serious cases, EduSwap may notify relevant school leadership or Departments of Education where appropriate.
Additional protective actions, such as restricting technical access for repeat or high-risk misuse, may also be applied where justified.
10. Documentation and auditability
EduSwap may maintain records of moderation decisions, removed or modified listings, moderation notes, timestamps, violation histories, user reports and outcomes.
Where required, escalation evidence may be retained to support internal review, school communication, audit processes or Department assessment.
11. Continuous improvement
EduSwap may periodically review moderation trends, prohibited item categories, user feedback, reported issues, Department policy developments and emerging safety or fraud risks.
This Framework may be updated over time to reflect operational learnings, platform changes and evolving compliance expectations.
